Press Statement

It has become necessary to make the following statement in view of press reports with the headline “preparatory schools which have not been transformed will continue functioning” and similar news.
 
Our honorable Minister has made a statement to the press on 04.08.2015 regarding new regulations being drafted by our Ministry in view of the annulment verdict of the Constitutional Court on transformation of preparatory schools.
 
Our honorable Minister has not made a comment that “the preparatory schools which have not been transformed into private high schools will continue functioning” as the press reports claimed.
 
In his statement to the press our Minister told reporters “at the moment according to the No.5580 Law on Private Education Institutions and the regulations that have been issued according to this law there is no mention of preparatory schools as an educational entity. This is what we mean when we say there is a legal vacuum. Thus the issue of the preparatory schools that do not exist in the laws and regulations but who’s functioning has been allowed until September 1 will be solved in a wide ranging solution as suggested by the Constitutional Court thgropugh the new regulation. We discussed this with the sector. Thus when the regulation is announced the educational institutions that have not yet been transformed will be able to function according to the framework presented by the new rules.
 
This statement says with the verdict of the Constitutional Court the preparatory schools have no legal status and have no definition thus a new regulation is needed to specify place them in the system.
 
The issue is so clear and yet it is meaningful and noteworthy that some media organs are purposefully misleading the public by twisting the words of our Minister as if he said “preparatory schools which have not been concerted will carry on functioning.”
